Is this a good light for my first grow?

HTG sells old stock and faulty items Id advise skipping them and Tony doesnt like to answer emails.The $120 ballst are old magnetic ballasts not digital.

Ive only had one problem with htg products and it was my fault for breaking it. I called them and told them what happened to my reflector and they sent me a brand new one, and was shipped within 2 days of calling them. than they threw in free light hangers for the hassle. That sounds like to me a very good business man. bongsmilie
 
so, if you guys were just starting out and wanted to get a grow light that you could "grow" w/what would it be? i want to get a good one, don't want to buy another in a year or so after i've learned a bit. should i be looking at lights w/ fans in them? i need professional input.
