is this a decent ppm meter?

Its cheap is why im weary, anyone use this HM digital says it goes from 0 -9999 ppm reading. can i use this in my hydro system. heres the webpage

It might be ok for a while, But id invest in a bluelab truncheon if i was you mate. Year after year the bluelab perfoms well.
