Is there a way I can use UVB lights outdoors?

Sorry if it's a dumb question but can UVB be done outdoors? What would you buy?
Also does UVB have to be used only during lights on, or could it be used at night?

The sun will supply all you need, no need to supplement...the only dumb question is the one not asked.
