Is there a converter I can get for this mogul socket?

I recently bought a 200w CFL light. It doesn't require a ballast but it uses a mogul type socket.

I have extra mogul fixtures lying around but their end piece is designed to plug into a ballast (pic attached).

Is there some type of adapter I can get to use this in a standard north american plug?

I just don't feel safe doing anything that involves wiring. I have no idea what I'm doing and don't want to cause a fire / electrocute myself.

Here's what I'm thinking. It seems these large CFLs are way more popular in Europe. There are tons of E40/Mogul hangers on the UK eBay.

Will there be any problems with voltage or anything like that. I know nothing about electricity. Just want to be safe...

When I bought this CFL, I thought it would be like any other CFL. Had no idea how massive it would be. Now I'm just trying to make it work. Made my bed and I have to lie in it :)
 
the adapter is called a ballast.
If you try to use it withoput one ...... you could burn down your place.
 
The CFL has a ballast built in.

The light socket I showed in my first post is designed to be connected to a ballast, but that is under the assumption that it is being used with a HID light that requires an external ballast.

I either need an adapter for that socket or can use the E40 light hanger from eBay with a UK to USA plug adapter (unless that also wouldn't work...need the input of some people who is familiar with the subject of electricity).
