No, not really. You want something more in the 2-3-1 range with added cal/mag

27-4-9 is the NPK value of that fertilizer. That is, Nitrogen-Phosphorus-Potassium. On the red label, it says 27% Nitrogen, so 27. Then 4% Phosphorus, them 9% Potassium. 27-4-9.
For veg, a 3-2-2 ratio is good, but for flower you want a 2-3-1 ratio. These are ratio's, so it could be 30-20-20 which is the same thing as 3-2-2.
