not sure what kind of light that is, but it looks ok to me, its fine to be that close as long as its a floro you have there....

That is correct, however i think they might have only been concerned on how close the light was? If you can put your hand under it and not get burned then the plants shouldn't either...
Maybe think about picking up some CFL's they do wonderful things!!

Those compact florescent bulbs that look like cork screws... Get some of the 26w (100w equiv) bulbs in the "daylight" blue package, they are 6500k temp and i think they are something like 1600 lumens or whatever, but they cost about $8/pair they work wonders!!

OHH iv a heat bulb but its ment to be for chikens lol but i think the plants like it 
is that kinda the same the temp is 82
