Is my plant an idiot?

I have to plants (a sativa and a indica) in the same dwc tub. I germed them at the same time and sprouted them properly. When I moved them into the tub the indica just took off, but her sister is still small and spindly. The sativa's roots are not dropping. I have even pulled what little roots there were into the water out the bottom of the net pot. Am I doing something wrong with this one plant or is she the equivalent of a retard in the plant kingdom?

indicas grow much faster and easier than sativas. sorry, I don't know what to do about your problem, just give it some time.

I'll stick with it, but the plant is still being stubborn.
