Is it just me, or do flourescent tubes suck? (4x20w 2' long tubes)

4x20w 2' long tubes
Labeled "Daylight 6500k" bought from Wal-Mart.

Honestly now. Uhm. I have my plants like 2" away from them and they just wanna stretch and stretch closer...

Do Florescent tubes suck for growing?
 
Florescent tubes are great for cloning and seedlings. The growth is slow but steady. I used them for veg for 2 years before I bought a 400 watt MH. The difference is like night and day.
