Im ready to chop but, why the new white hairs??

I'm growing G13 in soil under a 400w HPS (12/12), it's week 9 and trichomes are about right, however I have noticed a lot of new white hairs beginning to form at the top of main cola. I'm not sure why this is. Is this a sign of new bud forming?
Should i go ahead and chop down the plant, the bud on the outer/lower stems have nice brown hairs.

maybe throw up some pics man help us out alot cuz ya i dont know wut to say.. and if the lower buds are ready but the top cola(s) dont look ready its okay to let the top ones finish a couple more days and chop the lower ones

ok ill try and get some photos, tomorrow. But it sounds like I should leave them for another few days...
