if (can) he orders seeds from tha net wit out gettin in trouble wit da law n if he can or does can he use his debt card
 
he should be fine but people that trip tend to buy credit card gift cards. i've seen them for sale but they charge you like 2.95 or something small
 
but like u never got tookin for ur seeds or shit like dat wen u ordering it off da net cuz I kno ppl dat said dat dey never got their seeds or only got 2 of them does dat happen a lot or rarly

Sometimes not getting seeds means they were confiscated (aka, found by the postal service)...but seeds cant be sniffed or anythign so just buy from a reputable seed bank and you should be fine.
