Am I the only one here who sent the application in with snail mail? I really wish I would have known that it could have benefited me to apply online. I cant believe patients are closing in on day 100. This is insane...

The thing about it benefiting by filing online is only a very very recent conclusion. Nobody knew this was coming. It's all in Bizarro-World now!

Still no mail delivered to my apartmemt building as of 1:30pm (normally delivered in morning), no one has received mail since last Friday per my leasing office. My paper card was in Saturday's informed delivery, and my mail carrier has been AWOL for 5 days. I live in a 12 story apartmemt building on a major road in Chicago, how do they just not deliver the mail?

Plus my dispensary closes at 2pm today, so I'm shit out of luck for another day. FML

PS sorry to keep bitching about this, but I am frustrated beyond belief. To know I finally got my card, and then to have it lost in the USPS black hole is torture.

I did. I read the law before applying. I was looking for the catch (and there are some, like flagging driver's licenses, putting it in the PMP).
I know reading laws sucks, but I'm amazed people sign up for something like this not knowing the law. I often hear people saying they won't tell their Dr and then be shocked and even angry when I say if the Dr prescribes them medicine he probably knows.

As far as the online application goes, I will always do stuff online rather than by mail or phone if possible. It's instant and cheaper. I'm shocked the state hasn't figured that out.

Have you asked the post office if you could pick up your mail in person? If they're not delivering the whole building there's probably a lame excuse like there's a pile of snow somewhere. I would think after this many days they'd be expecting people to pick it up in person.

I went to the post office this morning which is also my neighborhood's carrier substation to ask if they had my mail. Lady went in the back for a couple minutes and came back saying it must be out for delivery because they didn't have anything for my address. However I am dubious, it was like asking a sales clerk if they have your size in stock in the back. Who knows if she actually looked of if she just checked her phone for 2 minutes.

The weather has been icky but streets and sidewalks are fine. Schools and businesses are open. USPS has delivered packages (which I learned is a different carrier than the regular mail). Plus I live literally 3 blocks down the same street as the USPS carrier substation which is the hub for delivery.

I just got through again. Get ready to be kicked in the balls, cooch or whatever you have. My app was received 10/27. They started processing on 1/18 which, when I asked why my check hasn’t been cashed, means my check was sent to the bank in a large batch. They don’t do anything further until the bank has notified them the check has cleared. I don’t even show it deposited yet. I asked about provisional. She said tings could change but as of right now only those that apply online after 2/1 will get provisional access. To make sure I was hearing correctly I said someone applying on 2/1 will get provisional before I, someone who the state received my app on 10/27 will. And she said yes unless they change the rule. She said the system wasn’t set up to read before 2/1. On a plus She was a nice and as frustrated as I so I think working there has got to be miserable.

I don't think it would be practical to have provisional with snail mail applications. Someone would have to enter them into the computer which is the same as processing the application but without any of the information checking. They could sent out provisional when they get around to entering the application but that takes them 60 days to even look at it.
I've heard it both ways since the webinar, that provisional comes by snail mail and that it comes by email. If it comes by email it can be 100% automated with online applications.
I understand your point, but every snail mail application does have to be entered into the same system as online apps anyway, and we don't know at what point in the process that happens. I don't recall reading here about any delay in snail-mail applications vs. online, except with regards to extra time added by the USPS. In other words, they're getting processed by the IDPH alongside online apps, along the same chronological timeline, so once they're processed, it shouldn't matter HOW the app was received as far as provisional access is concerned.

Anyway, just trying to be optimistic :)

i sent mine 10/17 they received it 10/19. still no card or anything yet. they cashed my money order jamuary 2. you are lucky!

I don't really understand the order they're doing things in. Seems like people from mid-October to late October are being handled sorr of randomly. Have you checked your approval status?

did u get your qp number? check it and let me know if it says active or inactive. mine for some reason says inactive even tho they gave me my qp number. i was trying to find out if it only activates the first time you go to the dispensary

Used to be this thread recommended mail in so you'd have warning that your check cashed. Ever since I read the law I've been trying to get people to stop that.

Here's how it goes:
When you apply online you enter everything they would need to issue your card except for checking up on you. Your payment is taken right then. They got your info on computer, they got your money in hand. So easy a computer could spit out the provisional access if there was any, but there's not so presently the application sits around for 60 days before someone looks at it.

When you mail it in the envelope sits somewhere for 60 days before someone looks at it to be able to get the money.

That's when it goes into first come first serve without regard to online or snail mail.

The best you could hope for with mail in is when they open your envelope and your batch of checks clears so they get the money you get a provisional letter when they enter your information into the computer and you'd get access a few weeks earlier.

Not at all surprised and completely believable that someone gave the correct information from IDPH, after watching how they've done things for the last 4 months.

What could be the most unfair way to do this? Extra points if you can continue to delay as many sick people as you can as long as you can. That's the program we want.
I mean we only take in $100K-$300K a month with this program from patients alone, no need to splurge.

Based on earlier posts on this subject, it looks like the way the process works is that you are assigned a QP # when your application is received, but there is some time between then and when it is finally approved and the card gets printed and mailed. So I think you can have a QP # on day one. But you still have to wait for IDPH approval before your status becomes "active".
