If cops drop a big case, are they watching?

I follow a lot of cases all over the u.s. there is one in particular I think is kind of crazy I recently saw. There is this guy who is a known drug dealer and has been for years by the cops. Him and his brother both. (They seem to consider them both kingpins) Recently something weird happened.. someone called in reporting he was holding a family hostage. Turns out he didn't have any guns, but they did find 19 Lbs and a notebook with records of illegal transactions in an illegal state. They arrested him then let him bond out on a 100k bond (keep in mind he's on probation with a 10 year back up & his 3rd strike)
I thought it was weird they let him bond out. Then a month later, he beat the case and got all charges dropped. Not even like he blamed it on someone else, no one got charges.
Think he was already being watched and they are just trying to gather more info on him to really lock him away before everything becomes federally legal? I thought this was a very interesting case and a very strange one
What are your all's thoughts?

I am following it. Unlike most ppl who are like a "friend" of mine.. so don't quotation it as if you don't believe it. I may or may not know these people Inparticular, but it is not me. I may post the articles a little later. Without posting them, what is your opinion?

Probably thrown out due to an in proper search, probably called in by an anonymous person. Their name might start with Det.
Was he holding a family hostage?

No improper search, the home owner gave the cops permission to search. He was not holding them hostage according to article. That's why I find it weird.

If he wasnt doing what they raided him for then anything else found might be inadmissible as the raid was invalid
