I think this is Phosphorus deficiency. Am I correct?

This 707 Headband mom is healthy except for a few purple stems and necrotic splotches on the lower fan leaves . . . this is a P deficiency, amirite?

I am indeed worried that my tap water is hard after a problem late into flowering on a couple plants in my first grow.

I'm using (slightly less than) 1TBS Fox Farm Big Bloom, 1tsp Grow Big, 1/8tsp ProTekt.

I'll follow through on my intention to grab a combo meter and then post my results.
