I think I got a retard Plant

Well, when this little retard was young i accidentally clipped off a little bit too much when topping it. Wasn't a big deal till recently. The plant is budding very weird compared to the other one I have (same strain). Colas have colas coming out of them, coming out of those but they aren't thick buds like my other plant. Instead of puffing up I can clearly see the calyx where the hears come out. It almost looks like a male, but its not. I think its just retarded! Should i cut it? Anyone ever seen this?

Looks like its stretching due to light during the dark period. Does it get total dark during the dark period of around 12 hours? Does an open door light it but not the other?
