my friend recently tried cocaine and stated that i couldn't feel anything. the dude was a known and i would say respected drug dealer. i told him it was probably cut too much... my question is what is the ratio of coke to baking soda that drug dealers typically use

in the mid west its not unheard of to find only 30 or so % cocaine

I use to cut it with baking powder . The ratio I used was 2.0 grams per 7.0 of some good quality raw.
A lot of people I know step on it with ladicaine, Bolivian rock. Vitamin B. I personaly haven't.
