First time growing inside. I assume this is nutrient burn as I really do not think I am over-watering or have too much light. I used FoxFarm Ocean Forest when I started this from seed. I am using Advanced Nutrients for nutes. Gorilla glue #4 x Ruderalis. Any suggestions?

Now that i look at it - your ocean forest base should be enough . By adding AN nutes to it …. makes it too much. Cut AN and let plant work thru excess.

Water only when needed.

Won't the plant eat through all the nutes in the soil after 30 days or so? According to FoxFarm's directions:

Its strain ( plant ) dependent- some plants are heavy feeders some are not. Ocean Forest can carry a plant for weeks ( especially autos ) . Autos do not need heavy or complicated feeds - they have a certain lifespan that can be handled upfront by the soil alone.

Now that you have been “ adding “ even more nutes in to it - most likely made it a little more nute dense.
So plant is showing excess ( clawing ). Let plant “ catch up “ by burning thru that excess.

Ocean Forest is often thought of as a “ hot soil “ meaning heavily nuted all by itself.
 
Do you think there is ANYTHING then I should be added to aid in bud development?
Especially since it's your first time, and now recovering from an issue, I would keep it simple and just focus on keeping the plant healthy.

Way too many folks get hung up on the idea of "pushing" their plants somehow with heavy fertilization and additives and such. Focus on keeping the leaves healthy, and the buds will develop on their own just fine
