It is called aquaponics and, AFAIK, it is hard to do on a small scale. One beta is not going to provide enough nutrients, and the added nutrients would probably kill the beta.

The betta food will break down in the water into nutrients. The waste output from the betta does the same. But this is all poison for the fish, which is why you should feed sparingly, have plenty of filtration, and do water changes on your fish tanks.
Plecos (Sucker fish) eat algae, which grows when light hits the tank, but since your cannabis roots are going into the tank, you don't want light in it. Try a bunch of neon tetras or something.

Actually, the "common" pleco sold in pet stores (in the USA) is omnivorous. There are many, many types of plecos or catfish that are sold as plecos. One of my faves back when I did planted aquariums was the "clown" (L-162). It was more of an herbivore (ate plants and algae), and it also needed to have wood to gnaw on.
