Stainless Steel still corrodes over time i dont care what anyone says. That white crud is oxidation. Will it hurt your plants? Probably not. Could try an eco-friendly degreaser like Simple Green to rinse any chemicals off first though, if it makes you feel better.

Whats wrong with some zip-ties? They have the kind that you push a little latch and it is able to be retracted, saving cutting. You shouldnt have to worry about pressure, or you should be using a bigger diameter hose. ;)

Ive used metal hose clamps for years, never seens any side affects. However if you can get your hands on them plastic clamps they work pretty nice.

I recommend my setup - no metal, just PVC. I have rendered an example for you. The lighting was too dark when I rendered it and I didnt notice til just now. sorry.
