really depends on how many plants you cram in there. 40% is good, you don't need to go much lower than that to be safe from mold and pm.

these little peltier units work pretty good, as long as you don't mind emptying them every day, or even twice a day.
i found a good 20 pint whirlpool unit in a pawn shop for 60 bucks. look around

You'll be fine at 60%, as long as you have good circulation, and good airflow with the exhaust fan. Scan and ruffle your leaves daily to uncover leaves that have been sitting on top of each other, causing condensation.

I got PM in a 4x8 tent once. I had good air circulation and all that jazz. if you’re not venting the tents air out of the room it’s in I would recommend a 40-60 pint dehuy inside your tent.

What are you thoughts on having the dehuey inside the tent or outside ?

they get pretty warm, i'd put it outside, but in the same room.
