humidity for seeds

hello my first time growing and i was wondering if my seeds will still grow if i have fluorescent lights and a heated mat and a grow box but its not sealed air tight. the thing that i was wondering was because im growing it in my garage where it is cold and its in the winter i was wondering if the plant itself will grow with the light (sun) but no humidity. i went to the seed bank and they were like return the humidifier blabla so i did and i read some of the forums and it seems like i need one. can i put a dome around the seeds but will the light go thru? any opinions? or suggestions? thanks guys for the help, i dont want them to die.
 
There are two issues here. Heat and humidity.

First-humidity: In my experience, humidly doesn't matter at all in veg, but it should be kept low in flower to prevent mold. People say it should be high - 70% in veg, but I haven't ever seen a difference in quantity or quality of weed if that number is as low as 25%.

Two-heat: It sounds like your plants need all the help they can get staying warm. Maybe put a plastic dome over them at night when the lights are off and just let the light warm them in the day? Keeping the roots warm with the pad will go a long ways to helping too.
