HPS lights: 250W vs 400W

Hey guys, I currently use a 250w hps and am thinking of moving up to a 400w. Couple of questions though: (1) Will the 400w significantly reduce flowering time? With the 250w I've noticed that it takes atleast a couple weeks longer to finish the buds than the "average" time. I guess there could be other factors involved but the lighting seems to be the most obvious reason. Also, (2) Do the 400w run a lot hotter than the 250w? Right now with the lights running, my grow room temps run around 75 degrees. I have a cool tube with a 6" fan blowing air over the lamp and out of the room. Should I expect higher temps when I get the 400w going?

upgrading lights will not decrease flowering time; that in the genetics.
the 400w does put out more heat but with that cooltube you should only experience a 2-4 degree raise.

They more than often take longer to finish than the seedbanks say. Especially if in soil
