I have a 250 Watt metal halide and a 150 Watt hps for 4 plants all about 16 inches tall. Will that be enough and will they work togother during flowering stage? ?
hps and mh during flowering?

Absolutely..dual spectrum is actually better than just one or the other...i wouldn't let them get too big though, or they wont be able to penetrate to the bottom
