Yeah, I've never seen a ballast with an off switch except those all in one ballast/hood units. Definitly get a timer even if you run a 24/0 for veg., you'll want one for 12/12 bloom cycle. A note of caution if the ballast didn't come with instuctions or anything. Always let the light get to full brightness before turning it off and when you turn it off, don't turn it back on for about 20-30 min. or longer. The bulb needs to completly cool down. Turning it on and off too quickly causes a "hot strike" which can damage the bulb and shorten its lifespan.
The reason for a timer is because, as humans... we fuck up and forget things.. we THINk we'll remember to turn it off/back on at the right time every day... then don't. just sayin!
