how to use light efficiently? lst? Mylar? etc etc

is the 250 watts the incandescent lightbulb equivalent or the actual wattage? it depends on the set up of your plants; if they are gonna be spread out fairly far from each other, having multiple lights is a must. you cant just have one big guy in the middle of those and expect every plant to get the same amount of light.
 
You can pick up Mylar at any party store for $3 a roll, all it is is reflective wrapping paper. You should seriously get more lights though. The 250w cfl is only rated for 12,000 lumens and each plant needs at least a good 3,000 for budding. Get some smaller cfls for the corners of your grow area so more light covers the outer perimeter of the plants better.

White paint will give you good reflection. Mylar can be hard to work with, Reflectix is mylar sandwiched on bubble pad, tough and easy to handle.

Smithy with a 250 watt light you are only going to get 6"-8" penetration into your canopy and cover 24" x 30" (50 watts / square foot) - as you first suggested Low Stress Training will give you the best plant profile to get light to all light receptors. I have a simple lst method I call Crop Circle Of Bud on page 1 of the grow lab. Growing CCOB with a 250 watt light you could easily pull 250 grams after a grow or two, up to 500 grams with practice.
