How to feed until roots hit water

Hey I was jw when you have seedlings whose roots haven't hit the water yet do you just top feed?i start off with the jiffy peat pellets and then put the pellet in hydroton and am I suppose to fill the water until it hits the bottom of the net cup or top feed until I see roots?

don't transfer your seedlings until they have enough roots to go thru the netpot (top to bottom). then gently fill around it with hydroton. roots will be in res and no more issues.
