How much will really raise your electric bill or look suspicious on paper?

I want to surround 6 plants at a time. 3 vegging 3 flowering. I'd like to use as high wattage as I can without really raising the bill OR looking suspicious to WHOMEVER is looking at ANYTHING light/electric related since i'm in an apartment. I'm keeping them as medium/small bushes.

Would it be better to do like 4 40 watts per plants be better OR using like 6 or 7 19 watts for each so they can be more directed at certain spots? However with that idea I wouldn't get a fuller spectrum since I want to use more than one kind of k-temp and I want each part of the plants to get at least roughly the same kind of light cuz.....I dunno, I could see that messin' somethin up. Don't bash me too hard...I know nothing about electricity.

I have like dozens of CFL ideas and I keep going back and forth. But security as far as cops go is my thing. I don't want it to look bad on a bill for WHATEVER reason.

I feel you on that, I was curious about that when I first started. Your electric bill will slightly be affected, but not as much as you think.
As for your question on what lights, I would say using the 40-watt bulbs as main light sources and use a few 19-26 watt bulbs for undergrowth. It will pay off in the end.
Keeping your grow box/ growing area well ventilated and light proof will keep suspicion to a minimum. You could use a carbon filter to get rid of the smell and by using weather stripping around the door will keep unwanted light cracks showing.
