How long will the pvc be? And how close the netpots? I'm wondering about rootspace. I'd get bigger. I guess some say if water is circulating you don't need airstones. I'd use them anyway, in both locations. If I may ask, why pvc?

each pipe will be 8 feet long and have 5 or 6 plants, and space around 15 to 18 inches apart. i still want to use air stones.

I'd use one of the 10in want type under each plant which will take a good pump. And I don't know if it would have value in the res or not but if I weren't sure it wouldn't, then I'd use them in there, too. You'll get roots all around the stones in the pvc, the more the smaller it is.

what if i took some 11/16" pipe and drilled a bunch of small holes in it and ran it down the length of the PVC with some kind of air pump? what are some good air pumps?

right now iv got 12 flood and drain buckets setting on the floor filled with the loose fill sure to grow. and i just thank that by going with net pots would be much cheaper.

what is bubbleponics? and how does it work?
Bubbleponics means whatever you want it to. DWC growers have always used airstones for oxygenation and to create a mist in the netcup space to deliver water until roots drop. Then someone coined the word bubbleponics to mean dwc with the addition of a submersible water pump and tubes to all the netcups for forced feeding. I've personally decided the pumps and tubes are a solution in search of a problem, and just get in the way.

As for your question about drilling holes in a pipe, it probably won't work. What you need are very tiny bubbles like you get when you force air through a pourous stone. Here's a great pump that will create bubble city with four airstones.
