how effective are growlux lamps?

i found a shop that sells 24W T5 GrowLux and BloomLux lamps with ballasts, what can i expect this to do for me? is this enough for a small closet grow? like 4 plants?
they claim each watt from these lamps produces 100 lumens- is this true?
and what does that mean for my yield?

each one is 60 cm long.

interestingly enough, the guy at the shop told me theyre not carrying them anymore because altho they are cheaper to buy/run than the MH and HPS lights they just dont give the proper light needed!
so im stickin to CFLs for now....

Before I started using hps lighting I used gro"n"show flouresent lighting to bud, and before that the sun. I can't see much use for a mh. I use mercury vapor on my moms with cool white flouresent. It costs about $20 Canadian to run a 1000w hps for budding monthly.
