Do you start with a petition or something?
Doesn't it require a lawmaker to have the wherewithal to come out of the closet and propose change?
If you consider the possibility of there being good marijuana, then it can no longer ALL be
bad.
Its too bad it is against moral law for people to even consider the possibility of good marijuana.
How do you change that law?
