I don't think new members can send pms right away. Or like posts etc.
You need to read post and build up I think

you cant you need to be an active member, it will auto be given to you
we do not disclose what you need to do prior to that because of spam
i cant imagine anyone who needs to PM someone when they first become a member

this is also a really common question please use our support forum next time
