How do I build an LED grow light bar?

Ok so here's a quick rundown on my situation. I was planning on starting my first grow soon using the money I got in tax return, sort of as an investment. Unfortunately, I didn't get much back so I started this whole journey on an insanely tight budget, but so far I've made it work. I managed to score 2 brand-new 2 x 4 grow tents for $50. 12 5-gallon fabric pots for $9, I'm sharing one exhaust system (4inch carbon filter, ducting, and inline fan) between the tents which I acquired separately for a total cost of about $50. Got about 10 fem seeds (6 auto, 4 photos from seedsman and gyo seedbank respectively) for another $50. Im planning to put together my own scrog nets, thrift a few fans, DIY a humidifier, and buy a hygrometer, pH meter, growing medium, and nutes all for <$100. As you can probably tell by now, I'm trying the stretch my dollars as far as they can possibly go, and Im spending hours online searching for the best deals, coupon codes, resales, etc to make sure I get a highly efficient setup for as cheap as possible without sacrificing yield or quality.
Which has brought me to my current dilemma....
I dont want to cut corners on lights for these tents for obvious reasons, but looking at the prices for these high efficiency LED lights its making me think I launched 'mission impossible'.
I've had my heart set on the Mars Hydro SP-250 but with a cost of $260 for each light (more than $500 total for 2) it became clear very quickly I would not be getting them. But Im hoping theres a way I can build one.
Which is where I need help.
How would I go about making something very similar to the SP-250? I've watched a few YouTube tutorials on building basic LED grow lights but Im not sure which techniques would apply to this particular goal I have. I need the fixture to have a 2 x 4 coverage for veg and flower, be full spectrum, and be capable of producing high yields. I'm also hoping to have something that stretches across the full length of tents like the SP-250 would so a grow light bar is ideal.
So far I've only been able to put together that I'll need some type of Meanwell driver, a heat sink, and Epistar chips. But as far as the exact details go. I have no clue.
Im ok with putting in a considerable amount of time to build these units if itd save me the money and meant Id get great results.
But if I am indeed trying to pull off the impossible, what are my options, either for a ready made purchase or DIY? I dont want to put a number on my budget because Im pretty good at finding deals but Im looking to spend no more than 200 for both lights. I know Im asking for a whole lot right now, so if your ideas who cost me more, still share them please and I'll do my best to find the parts for cheaper. Thanks so so so much in advance.

I may get flamed for this, but oh well.... I'm on my second grow. First was totally outside. I started my next ones over this last winter. I used four of these 5000K bulbs....

Straight wired with no ballast needed. I also added some cheap ass screw in 2700K LED bulbs. I did get a few green LED's from H.Depot too. (10 bucks each. The plants love those) I am in the process of taking apart a bunch of the screw in bulbs to mount on scrap aluminum. Be aware- I have had to use extra Cal-Mag with my basic nutrients too (I'm in soil) when using the LEDs. Seems pretty common. My plants will be going outside to flower, which is good; because I don't think I've got enough LED power yet to get a good yield. Just an option that has worked for me....

$100 per 2x4 for lights? Just get a used hps save your money to build a nice light after a grow or 2 or just spend the 200 build 1 light for 1 tent just don't use the 2nd tent till you save up enough for another light.

Unfortunately I don't have the option of going outside to flower but Im curious to see what you yield. I'll do some searching to see if I can make those lights work for me. How much more Cal-Mag do you need? Im planning on using coco so I'll need Cal-Mag regardless but how many mLs per gallon are you feeding?

$100 per 2x4 for lights? Just get a used hps save your money to build a nice light after a grow or 2 or just spend the 200 build 1 light for 1 tent just don't use the 2nd tent till you save up enough for another light.

Or how SP-250 lights are built in general? Considering its only $60 less than buying one already made Im sure I can build one myself for 200$ easy if I knew how and what exactly to buy.
Also as I mentioned, I have 10 seeds. If I start with 1 tent, Ill probably germ my Northern Light Autos first. How many can/should I grow in that one tent to maximize my yield but maintain good quality? I've seen some people say 3 plants max in that size tent and others say 1x1ft per plant max which would mean I could fit 8. Considering my fans and humidifier though, I'd only be able to fit 6 if I go by the 1x1 rule

You will not make money your first grow get that out of your mind now count yourself lucky if you manage to break even and smoke a little. Go with bridgelux eb strips they are cheap and good quality you don't have the budget to be adding color just get 3000k or 3500k. I've seen some budget builds using a cookie sheet to mount the strips and drivers that would probably be your cheapest option while still having good quality components. For driver don't cheap out just get a nice meanwell

Mars is low quality and epistar are the chips you don't want. I'm not into cheap, but HPS or a bunch of screw-in leds or are probably the better options.
DIY is the cheapest path to high quality LED.
Thanks for all the links. Do you mean Mars is low quality build or low quality lighting? Because from what I've seen, people praise it as one of the best 2x4 "budget" lights. Also if epistar are the "bad" chips what are the good ones?

2.5 0z is worth like $300 where I'm from if you charge rediculous prices I guess you could make money but don't expect much on your first grow. It's hard to grow quality bud and yield well. And with outdoor being $75-100 an oz quality has to be great for indoor to get like 150 an oz

16 of these strips for $142 plus shipping.

2x meanwell hlg240-48a drivers.

Some aluminium to frame and heat sink each strip.

That's as cheap as I can see it. Will give you 8 strips and 240w per tent.
Wow this is pretty freaking awesome. Thanks. I checked out the site and they say its good for "Seedling, Cloning, and Growing". Can I assume this will take me through veg and flower?

Mars is lowest quality you can get they have improved alot this year so its gone from a complete waste of money to a decent cheap first light.

I see. Where Im from an oz is 180 for mids. Great quality bud is like 220/oz. But I used 180/oz to calculate because I'm sure my first harvest wont be that great.

Yeah you are in a different setting 200 an oz would be like the best shit you have ever seen and it would still be over priced in California. If you only need 2.5oz to break even just build 1 good light an grow in 1 tent its better to have 4 oz of really nice bud vs trying to stretch the budget to far and getting a bunch of shitty bud
