how close should lights be

im getting ready to put my germinated seeds into cups under a 250 mh watt light how high should the light be above the plant
 
I think about 18 inches.You should hold your hand under the light at different heights for 30 seconds.When you get to the point where it's too hot for you, you know it will be too hot for your plants, so don't lower it past that.
