hi on my 1st grow, my light its hps 1000 watt wont turn on,

It's just safety on your ballast. It takes a big burst of energy to light those bulbs. Sometimes if you turn it off and back on to fast it wont light. The glowing is warming up and a failed ignition. If you wait the ballast should try to relight the bulb without your help. When you unscrew and retry the bulb/ballast is just trying again to start.
What products are you using, and what are the circumstances of not starting the bulb? Is it at the begining of the day or after you turn it off and go in the room and try 2 turn it back on?

Is this bulb new? And if ballast is dimmable is it on 100% when you are starting up?

Igniter or capacitor is burning out maybe.. how old is it? Is it a newer digital ballast?

hi sorted it was lose wire, bloody cat jumping about shook plug lose, but thanks for advice always welcome for new grower

Keep the cat well away.
The main cause of grow room fires is things not being plugged in properly.
It's easy for a male female connectors to be knocked loose which will cause arcing and will heat up, melt, start smoking black smoke and if your unlucky a fire.
Check connections and plugs regularly
