hey guys, im new, and need some advice :)

heyt guys, so swim has been reading up on this site for several weeks now, as well as a couple others. swim is new to this, but has gardened his whole life. swim planted seeds 8 days ago, and already have 2" tall, 1" across seedlings. swim used old soil which grew basil last summer in pots, pulled all the roots and the soil looks good as new, even though it is lacking a ton of nutes. i was rummaging through my shed, and found a brand new packet of rose food. now, swims budget is very limited, to the point where badf seed was used, reused soil, and cannot afford any kind of nutrients. they look great so far, day 9 today, i added a small fan to strenfthen the stems until i LST ( the route i chose). it says the mixture is 11-4-9... is it safe? if so, when should it be added, and how much? a grow log will be kept ( already being done), as swim plans on making this an ongoing project, as the price of pot is ridiculous these days (75$ per 1/8).
 
i am not slow. swim means "someone who isnt me", a lot of these sites recommend people identifying themselves as swim, as to not directly incriminate themselves. thanks for the helpful advice, i feel very, very welcome here.
 
Sorry swim lol. Download a proxy server such as Hotspot Shield and run it when posting on here. You can set it up so your ip can be identified as being from the country or region you choose. If they go looking for your house, they end up at a private proxy server company and have no way of finding you. Should have spent your time reading about how to grow rather than swimming :P... Now to answer your questions...
Your nutes will work, but for veg an even ratio such as 20-20-20 would be better. You are going to end up being short on phos especially with reusing soil. Did you amend the soil in any way? How did you store it while it wasn't being used? What kind of lights are you using? These are all things to consider whether this cheap grow of yours is actually going to be worth your time. It IS going to cost you more money, this I promise. Especially if you want a worthwhile crop. Can you come up with a few extra dollars for essentials? With that soil you are bound to run into deficiencies
