Help with wiring HPS Ballast!

Hello, I'm trying wire a 400w HPS ballast and I need some educated help! This is a magnetic ballast kit which seems to hav come with the wrong screws. I cannot attach the base brackets to it because as you can see in the pic, the rings on the screws fall short..so I'm wondering if I can properly ground the power plug and reflector plug to the ballast without putting the brackets on and simply wrapping the green wire around the screws? would this be safe?

any help would be greatly appreciated in the matter! I'm trying to upgrade my grow cuz CFL's aren't doin the job! Thanks all!

I would put on some crimp connectors the size of the rods and double nut them to hold them in place. Good to go. Wouldn't trust just wrapping them

New pic! I fastened the back of the bolts using garden wire. Would wrapping the ground wires between the two washers and fastening them with a nut do the job?

It will do the job yes. Just make sure you wrap them the same way the nut screws on so when you tighten the nut the wire wraps around the bolt. And once you have it where you want it set up I would avoid moving it while it's powered up.
