Never heard that. The upper growths are usually more mature so that may have an effect on potency. As for the tips being more potent sounds like a rumor

LOL way back in pre-hysterical times we didn't even know about sensimilla. So why wouldn't you accumulate more greasy resin glands for sun protection where you need it the most? Sounds morphologically sound to moi. But I'm NOT a botanist.
