HELP!!! New Growth spotted and underdeveloped !!! Help Please!!

The strain is White Widow Max. The plant is 11 Weeks Old and is intended to be a mother plant.

The setup is as follows:

Used to be 400 W MH but switched today to 6 42W Daylights and 3 42W Soft White. I have two other mother plants in the same setup.

The last couple of days I noticed these strange brown marks on the new growth. I fimmed her and thought maybe that was the reason, however I see that all the new growth points look the same.

Any ideas??

Container is 5 gallon, soil is Miracle grow, Plant is about 1.5 feet high. Check my journal in my signature, there are pictures of the setup where you can see the size of the plant in relation to the pots.
