help needed

hi, guys
the is outdoor grow, watered 3 time a week (it's hot here), in flowering stage
i have two problems. this is the first one (look at the pics)
i found this small bugs but I think they are not the cause of the strange marks on the leaves because the bugs are not all over the plant

what can i do to save them?

I'd say thoes are spider mites, I could be wrong tho. If they are vegging get some Neem oil and follow the directions, this shit works great. One application will usually do it, that or my uncle told me that Rose Defense has the same effect.

should/can I wash the plants from the Neem oil (once the pests are gone)?
