HELP my limp little plant

hello all, this is my first post on this forum as i'm looking for a bit of help with my 1ST plant. The issue is that the plant is limp and wont support itself. I have a few pics posted(sorry they had to be taken at night). the plant is outdoors. I water it every few days when the soil looks dry. the medium is from the same bag that was successful with tomatos. stage of growth is a little plant approx 2-3 weeks after germination.

have a fan blowing on it to strengthen the stems? how far away and what type of lighting? Cannabis needs wet/dry cycles, make sure your letting the soil dry out between waterings, its easy to tell when they need to be watered once u get used to the lifting the pot method to determine if it needs to be watered.
 
there is no fan(it just happens to be next to a hardly used AC unit). as to what type if lighting, it is light here from about 7 in the morning to about 7:30 at night. maby I am overwatering? oh yea i forgot to say in the first post that i had just watered the plant.
 
:( nothing i can do about the sun:wall:, but I will twist tie it up to something for a bit of support. I will post new pics in about a week to see the difference.
 
I would definitely suggest bringing that little buggar inside for a while. Get a simple CFL & a fan, tie it up with somethin.. It DEFINITELYneeds better lighting. Is there any kind of draining going on on the bottom of your homemade pot? Doesn't look likeit, definitely wanna fix that situation QUICK!! The sooner you make these changes the better! The previous owner of my babies made similar mistakes, and at 3 months old, I'm still trying to nurse them back to proper health, & they're so stunted they're only at about 1 month stages... You don't wanna set yourself back this far, trust me!

there is drainage in the pot. I brought it in this morning and the leaves look better than they did in my pics, but the stem is still so weak(i cant even put it near a fan on low without falling over).
I had an idea this morning about a box lined with foil with a light at the top. would that be good?
EDIT: in response to max316420 about flo lights
the plant originally was just in natural sunlight, now its under a compact florescent light inside.
