Help, leaves curling inward

I am a new grower. I have a 2ft by 2ft by 4ft tall grow room. During the veg state it did great. I had one 65 watt fluorex and used fox farms 6-4-4 fert. 3 weeks into flowering I added white paper to the walls and one more 65 watt fluorex light, along with a small fan and changed fert. to miracle grow 18-24-16. In both the veg. state and the flowering phase its only been feed every other watering. Since I've added the paper and the other light and the fan my baby has became a 3ft stalk with small buds. My leaves have all curled inward and down and became dry. Can somebody PLEASE help?

I used 1 tbl. of miracle grow 18-24-16 per half gallon of rain water. I have watered the plant 2 times during its veg state which has been twice now in 5 weeks.

Too much perhaps. I would try and rinse some out.
