HELP is this algae

It's not the buckets I don't think they are advertised as 100% light reflective when I bought this system... I have 3 buckets that are covered with foil ... Just the tops not the sides...that weren't in use and they are algae free...

It's an 8 bucket drip ring fed system with 5gallon buckets made to replicate water farm I bought it online. Currently there were no nutes being used and the ppm was at about 170 with the ph down added. The ph was at about 6.5 when I took the picture. I have 5 buckets Filled with triple washed hydroton I plan to use for my first grow the others are covered by light sealed reflective material. The system was advertised as having fda approved food safe light reflective buckets.. I plan on transplanting 5 seedlings (x2 tangelo rapido auto and x2 Skunk #1 Auto) bought from True North Seed bank. They are currently in rockwool and are growing rapidly. I will be using the 4 most centered buckets under the light and a small basil plant off to the right.

Ok. Likely just hydroton dust. That shit is impossible to get entirely clean.

Couple hints

Your ph is way too high. You should start at 5.6 or 5.8 and let it climb.

I would get rid of as,much Rockwool as you can without messing up roots when you transfer. It holds too much water and in a drip system can cause the stem to rot.

Beneficial teas are your friend in hydro... your best friend.

Cheers
