help! is my plant budding

So my plant is a herm and i am growing it ..even with seed all that count is i get smokeable bud ..so here is the problem my growth on the top has stop and there is alot of white hairs..is it budding

Not even close, you have a full flower cycle ahead of you.
What's your light schedule/lighting?

but they are outdoor at 11/13 or even less light and more dark

Not even close bro, outdoors is a different environment, they're going to get massive before they start budding when it gets colder.

it is cold i live in mauritius it is winter ...but why is there lots of hair on the growth

Because it just started flowering, what strain is this? It's showing sex but not forming buds yet, you see what I'm saying?

local strain...hmm but the growth on the top ,the leaves are not growing it is just getting lots of hair ..

It's showing sex.
You're about 5-10 weeks away from harvest. I don't know because I don't know the strain. Ask who you got it from how long it takes to flower.

You're not even close lol,
You can say what you want but look at your plant. All it's doing is showing sex right now. There is absolutely 0 bud formation. It may have been seeded extremely early and focused 100% on seed production.

it is 1 month and 27 days old ....and i think it has got pollinated i saw 2 pistils todays was orange or brown ..

It may be leaning towards seed production instead of bud, gonna have to give it more time.
