help fast!!!

First grow, plants are about 2 1/2 weeks old from seeds. I noticed today that the stems are super skinny right where they hit the soil, but look healthy below and above. I already lost a plant to it this morning and it looks like i might lose the rest very soon if this isnt helped. There is great air circulation so the temp of the air isnt too high. The surface of the soil feels warmer than the air, but no warmer than i would expect from a sunny day outside (i'm growing inside btw). What could this be?

I just placed ice cubes in a circle about 1 1/2 inches from the stem to cool off the soil around the plant, if heat is the case (which really would surprise me). Any suggestions?

how far is the light from the FOLIAGE?

they are in 8" pots, and i water about every two days or so... whenever the soil is dry when i stick my finger all the way down. Stretching was a big problem earlier, but i moved the lights closer and it's under control now. strangely enough though, the ones that are getting hit the hardest are the shorter ones and the taller ones that had the stretching problems are coping very well. well at least it's only 2 1/2 weeks... better than fucking up right before flowering haha
 
and the one that died didnt just fall over. I have 8 plants, and this one was the shittiest and starting to shrivel a bit, so i decided to sacrafice it for research purposes and so i just dug down a bit with my finger next to the stem and and just a little tap broke it off, so it very well could have fallen over soon
