help?? droopy and stunted growth?? 911!!

i got 3 plants, a lil over a month old, 4, 4ft flouecents, and 4 55 watt, 3850 lumens cfls. things have been going good all month, but recently they have started drooping pretty bad. i figured underwatering and left them alone for 2 days and nothing changed. i fed them some nutes of some plant food 8-10-8 and didnt see any change. its been over a week since ive seen any real growth and i cant figure out what could be wrong with them any help would be appreciated

water them.......

if they perk up after you water, they need it. if they don't it's something else

Take a pic of the whole plant with your light off, or at least back them off a little.
