A warm day in February can force some beautiful Witch Hazels. First things to show color in late winter. Hamamelis species and cultivars.
Corylopsis or Winter Hazels bloom about the same time. Both species like a little extra water.
As for perennials try Snow drops, Galanthus spp. They're white, hardy, will spread over the years, non fragrant.
February can be pretty bleak in the garden but those few plants tend to give one hope of things to come.
You might even try both Witch Hazel planted with Snow Drops at its base.
