Guerrilla Grow: Should I pop seeds now or two weeks before outdoor transplant?

Hi guys, I live in Northern Illinois where the last frost date for spring is very late April/early May. I was gonna do a guerrilla grow at multiple spots I found with great sun and very composted soil. My question is should I germinate the seeds now and let them grow for about a month under my grow light to let them turn into hearty plants or germinate them to small seedlings before the transplant? This basically comes down to security & convenience or a much bigger yield by September/October since it would take multiple trips to transplant one month old plants vs. seedlings. Let me know what you guys think.
