That's up to you. Both sizes are adequate for producing some decent bud.
Since you've only got 6.5 feet of overhead space, I'd stick with the 3 gals and shoot for about a 3-4 foot plant at the end of flowering. Should have plenty of room and be able to get some nice flowers out of the space.
