What's the lumen output, over 4500? I think as long as your plants can fit in such a tiny space they'll be okay. Temps might not be as bad as reduced lighting though, are the plants telling you it's too hot?

It is enough light for one plant, but it may still be too warm in that small of a space - you'll probably have to try it and see.

When the plants are old enough to handle it. After 2-3 weeks start maybe 1/4 strength, every feeding or two or three or whatever increase concentration. Once you see slightest bit of nute-burn use just a little less for a while.

you should just figure out how to vent your hps. cfl's produce little bud. i know from experience, with 10 23 watt cfls.
