only sure way i know is to dig under your plot with chicken wire. it's a pain in the ass, but you only have to do it once.
 
people in a community garden that I planted in have tried everything (organic) you can imagine. because of the millions of techniques, my impression is that none work very well.

there are devices that periodically make high-pitch noises; you can wire above ground ... but if you can't protect them from below, they will be eaten.
 
I know of sweet gopher traps.I got my at walmart its kind of like a rat trap that sets and slides into a new hole works almost every time for me so far and its only ten dollars for two and doesnt mess with the soil.
 
yeah, but you'll never catch all of them. i could never kill them, so dropping them off somewhere is just redistributing the problem.
