Its the type of bulb. The "TS" doesn’t affect how the bulb runs, just which fixtures/hoods it will fit in.
If you want to know what bulb is better check the spectrum and lumen output.
 
Yes a MH light can be used in flowering.
The sun always shows a full spectrum, it just gets into the redder spectrum as the angle of the earth tilts during winter.
You were going to run the HPS along with the MH right?
 
A 400w will work just fine for about 4-5 plants. You can use an MH bulb for flowering but your yield will not be very abundant as oppose to using a 400w hps.
